The trouble is that he is setting up a system where he, or his buddies, get to pick what counts as "faith-based" and what doesn't. As with Free Speech, you have to take the good with the bad. What happens when Satanists want to run a soup kitchen? They are gonna be turned down. That isn't fair, and the government has guidelines to help them be fair about things like this. This is one reason why we have a separation of Church and State.

It's big country with lots of faith. I'm pretty sure under the Bush system that some people aren't going to get a fair shake.
